Dr. Charles E. Schlumberger

Dr. Charles E. Schlumberger is a Swiss professional who served for more than 27 years at the World Bank in Washington, D.C., as Lead Air Transport Specialist, where he was responsible for the Bank’s air transport policy and development priorities. He has overseen and participated in global projects covering airport and air transport infrastructure financing, airline restructuring and privatization, safety and security programs, and policy advisory services for governments. Before joining the World Bank in 1998, he was Vice President at Union Bank of Switzerland (UBS), responsible for international credit restructuring; earlier in his career, he served as chief executive of a logistics and transport group in France and practiced as an attorney specializing in aviation matters in Switzerland. He earned his law degree from the University of Basel in 1986, with a specialization in aviation law and insolvency proceedings; he also holds an MBA from Harvard Business School and a Doctor of Civil Law from the Institute of Air and Space Law at McGill University. He is a pilot holding both FAA and EASA licenses and is a certified flight instructor, a Fellow of the Royal Aeronautical Society, and is fluent in English, French, German, Swedish, and Spanish.
