Sandy Belle Habchi

Sandy Belle Habchi brings more than ten years of specialized experience in aviation policy and regulation, advising governments and international institutions on air transport reform, competition frameworks, and infrastructure governance. As a consultant to the World Bank, she has led air sector diagnostics, regulatory reform programs, and market liberalization strategies, with a focus on competition policy, airport economic regulation, institutional governance, and the design of regulatory frameworks that improve efficiency, transparency, and market oversight. Her regional work spans the Middle East, Africa, and Asia and includes regulatory benchmarking, airport governance assessments, and public-private partnership frameworks, as well as the competition and regulatory analysis that supported the restructuring of the air sector in Saudi Arabia. She began her career at the Institute of Air and Space Law at McGill University, contributing to international research and publications in aviation and space law. She holds an LL.M. in Air and Space Law from McGill (Boeing Fellowship; Masao Sekiguchi Fellowship) and an LL.B. from the University of Nicosia. She speaks English, Arabic, and Greek (Cypriot).
